At the time of this quote, General Mundy was being interviewed on "Sixty Minutes" as to the dearth of black Americans [1 of 125 General officers in the Marines was a black man at the time!!] that held the rank of General officer in the Marine Corps.
The "they" comment was his response!!
I must say, I did see this interview and was dumbfounded as to the response and reaction of the General. He REALLY DID LOOK VERY, VERY BAD!!! Without his even realising it, so it would seem. He appeared to be confounded, perplexed, and HURT that the question would even be asked in the first place.
General Mundy just seemed to be so out of touch with reality. AND, AGAIN, NOT EVEN REALIZING IT!! This coming from the man that was RUNNING the entire Marine Corps, I am sure came as a shock to many.
However, that is NOT THE END of the story.

"One of the pairs of hands that you see outstretched to raise our national flag on the battle-scarred crest of Mount Suribachi so many years ago, are those of a Native American ... Ira Hayes ... a Marine not of the ethnic majority of our population."
"Were Ira Hayes here today ... I would tell him that although my words on another occasion have given the impression that I believe some Marines ... because of their color ... are not as capable as other Marines ... that those were not the thoughts of my mind ... and that they are not the thoughts of my heart."
I would suspect that THESE SENTIMENTS ARE THE TRUE SENTIMENTS OF GENERAL MUNDY. HE IS NOT SAYING THIS JUST FOR PUBLIC CONSUMPTION. WHAT HE SAYS IS WHAT HE TRULY FEELS AND THINKS!! REGARDLESS OF THAT INTERVIEW ON "SIXTY MINUTES"!!

If one is asked about the racial percentage of officers of a certain rank, should the response be 'we are less than 1% black'?
Or, should he have refused to answer the question, saying that there is no they, but only we?
Evasion is what a lot of politicians give us, but Mundy earnestly tried to answer, as if he were dealing with honest men.
Has anyone said his facts were wrong; that there is really an equality between the groups mentioned on the characteristics spoken of?
If the less-than-1% has doubled and redoubled every few years since then; how can that have happened without a traitorous subversion of merit systems, and by present-day discrimination against the majority, with racial quotas?
China and other hostile powers are not operating under such race-baiting policies; they have unity where we have races competing for political spoils.
The conversion of the military into a racialized patronage dispenser is a grave disadvantage and source of ever-more-intense division into the latest we and they.
